However, this would not <br />include the proposed project site; therefore, these measures are not applicable to the proposed <br />project. In combination with goals, policies, and programs provided by the General Plan Safety <br />Element, the Prior EIR concluded that impacts relevant to the project site would be less than <br />significant. <br />Analysis of Proposed Project <br />The project site is not located in a FEMA flood hazard zone, an area with flood risks, or an area at risk <br />of inundation from a dam breach.66, 67 The proposed project’s storm drainage system would consist <br />of bioretention areas, inlets, underground piping, and basins that would catch runoff and deliver it to <br />the existing City stormwater infrastructure on Stoneridge Mall Road at a reduced peak runoff rate. <br />Impacts would continue to be less than significant, and no mitigation is necessary, consistent with <br />the Prior EIR. There are no proposed changes, new circumstances, or new information that would <br />cause new or more severe impacts. <br />Therefore, there are no environmental effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located. Impacts would be less than significant and <br />the proposed project would not result in a new or more severe adverse impact that was not <br />previously identified in the Prior EIR. <br />e) Water Quality Control or Sustainable Groundwater Management Plans Consistency <br />Prior EIR Conclusions <br />This checklist question did not exist when the Prior EIR was prepared. Additionally, the Prior EIR did <br />not analyze Housing Element consistency with a Water Quality Control or Sustainable Groundwater <br />Management Plan. However, the Prior EIR addresses various aspects of water quality control and <br />sustainable groundwater management plans throughout its analysis of other impacts related to <br />hydrology and water quality. The Prior EIR determined that development under the Housing Element <br />would be subject to regulations regarding water quality and groundwater including the ACCWP <br />NPDES Permit, the NPDES Construction General Permit, policies and programs in the General Plan, <br />and the Pleasanton Municipal Code. Overall, the Prior EIR concluded that buildout of the Housing <br />Element would be required to comply with the aforementioned plans prior to approval of <br />development permits from the City. <br />Analysis of Proposed Project <br />The City does not have a Water Quality Control Plan or a Sustainable Groundwater Management <br />Plan. However, as described above, the proposed project would be subject to the ACCWP NPDES <br />Permit and would be required to prepare and implement a SWPPP in accordance with applicable <br />federal and State requirements. The SWPPP would identify BMPs that are intended to prevent runoff <br />during construction activity and protect water quality.
