With the incorporation of the Geotechnical <br />Engineering Report recommendations, impacts would continue to be less than significant, consistent <br />with the Prior EIR. There are no proposed changes, new circumstances, or new information that <br />would cause new or more severe impacts. <br />Therefore, there are no environmental effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located. Impacts would be less than significant and <br />the proposed project would not result in a new or more severe adverse impact that was not <br />previously identified in the Prior EIR. <br />e) Septic Tanks <br />Prior EIR Conclusions <br />The Prior EIR determined that the City has sufficient wastewater treatment capacity to serve future <br />buildout of potential projects under the Housing Element. Implementation of General Plan policies <br />and existing wastewater contracts between the City and relevant agencies ensure appropriate <br />wastewater treatment capacity for future potential projects under the Housing Element. This would <br />remove the need for new or expanded septic systems, and no impacts would occur related to septic <br />tanks or alternative wastewater disposal systems. <br />Analysis of Proposed Project <br />The proposed project would not construct new or expanded septic tanks or alternative waste <br />treatment facilities, which precludes any potential impact in that regard. No additional analysis is <br />required. <br />Therefore, there are no environmental effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located. No impacts would result. <br />f) Destruction of Paleontological Resource or Unique Geologic Feature <br />Prior EIR Conclusions <br />Paleontological resources were evaluated in Section 4.D Cultural Resources in the Prior EIR. The Prior <br />EIR concluded that the City has moderate paleontological sensitivity, and it is possible that <br />paleontological resources could be disturbed during construction activities. Therefore, <br />implementation of the proposed Housing Element could result in significant impacts to <br />paleontological resources. However, the City requires a standard condition of approval for projects <br />requiring Planning Department approval that would require all construction stop in the event that <br />cultural resources were uncovered during excavation. To regulate construction in the event of <br />paleontological resource discovery, the Prior EIR introduced MM -4.D-3 to ensure that recovery of <br />potential paleontological resources is done successfully. With implementation of this standard <br />condition, future projects in the Planning Area would be expected to have a less than significant <br />effect on unknown cultural resources.
