The <br />proposed project is designed to be all electric and therefore no natural gas would be consumed. The <br />proposed project would be considered to result in a potentially significant impact if it would result in <br />wasteful, inefficient, or unnecessary consumption of energy resources. This is assessed below by <br />reviewing whether the proposed project would conflict with the following energy conservation goals: <br />• Decreasing overall per capita energy consumption; <br />• Decreasing reliance on fossil fuels such as coal, natural gas, or oil; and <br />• Increasing reliance on renewable energy sources. <br /> <br />Decreasing Overall per Capita Energy Consumption <br />The proposed project would be compliant with CBC Energy Efficiency Standards, CALGreen codes, <br />and City’s Climate Action Plan (CAP) 2.0.34 For instance, the proposed project would be all electric <br />design for building energy needs. As shown in Table 10 in Impact VIII(b), CAP Strategy BE-1 and BE-2 <br />would further promote energy efficiency in the proposed buildings. Other strategies of the CAP, such <br />as Strategy TLU-1, would also reduce fossil fuel reliance for transportation through the use of EVs <br />and alternative transportation modes as shown below. Therefore, it is reasonable to expect that the <br />proposed project would not result in an increase in per capita energy consumption when compared <br />with similar projects within the City. <br />Decreasing Reliance on Fossil Fuels <br />As discussed above, the proposed project would be designed and constructed in accordance with <br />the CBC Energy Efficiency Standards, CALGreen Codes, and City’s CAP 2.0. Furthermore, the project <br />site is 1,900 feet south of the West Dublin/Pleasanton BART Station, and there are three bus stations <br />(Stoneridge Mall Road and Embarcadero Court, Stoneridge Mall Road and Mc Williams Lane, and <br />Stoneridge Mall Road and 5526 Springdale Avenue) that serve Bus Route 3 and 53, that are located <br />within 1,000 feet of the project site, which would encourage future residents and employees at the <br />proposed project to use the transit, pedestrian, and bicycle facilities in the vicinity of the proposed <br />project. Thus, the proposed project is expected to show a decreasing reliance on transportation fuel <br />consumption during operation. <br />Increasing Reliance on Renewable Energy Sources <br />East Bay Community Energy (EBCE) provides electricity to the City; PG&E provides the transmission <br />lines to distribute the electricity. In 2020, the “Bright Choice” option was sourced with 39.6 percent <br />of eligible renewable energy (e.g., solar and wind), “Brilliant 100” option was sourced with 33 <br />percent of eligible renewable energy, and “Renewable 100” option includes 100 percent of eligible <br />renewable energy. In the City, residential customers default into EBCE’s Renewable 100.35 As of 2022, <br />approximately 6 percent of residential customers opt out of EBCE’s Renewable 100 Program.36 <br /> <br />34 City of Pleasanton. 2022.
