Ms. Hagen responded no, stating that the increase in the above market rate units is helping <br />finance the number of affordable units for this project; therefore, there's no net loss related to <br />the current RHNA cycle as the project is meeting the requirements. <br />Ms. Clark continued by stating that "no net loss" a forward-looking capacity assessment that <br />needs to be done, with the need to identify remaining sites without receiving credit from other, <br />alternate sites. <br />Commissioner Allen referenced the next RHNA cycle and inquired about timing of construction <br />and occupation of this site; she inquired whether this location would be eligible for inclusion in <br />the next RHNA cycle count. <br />Mr. Davis responded that he anticipated bringing the project back before the Planning <br />Commission in August, therefore, demolition would start March 2021. <br />Ms. Hagen discussed the RHNA numbers and stated the numbers are counted at the time of <br />the building permit issuance, not at building occupancy, therefore, these units were likely to be <br />included at the end of the current RHNA cycle. <br />Commissioner Pace referenced there are three buildings to be approved; he inquired about <br />approving two of the three buildings to receive credit for the current RHNA cycle and approving <br />the third building at a later time, to be counted in the future RHNA cycle. <br />Ms. Hagen stated that the project needed to be reviewed and approved as whole and could <br />not be split up and the unlikeliness of these numbers being included in a future RHNA cycle <br />because the buildings had already been on the cycle twice; there were concerns pertaining to <br />state law if they were to be counted in a future cycle. <br />Commissioner Balch referenced the Growth Management ordinance and the credit the City <br />would receive for this project, which would also satisfy the Zoning and Housing Element. He <br />continued by providing details pertaining to building permits. He asked and confirmed with staff <br />when building permits are pulled for this type of construction the credit received for unit <br />production towards Growth Management and RHNA are counted for each building. <br />Ms. Hagen responded that the City reports on the number of building permits issued each year <br />towards Growth Management and RHNA and confirmed this project won't be counted for site <br />inventory in the next RHNA cycle; however, in the yearly reporting, the City reports on the <br />number of building permits issued each year. At the time the yearly reporting is completed and <br />depending upon when these building permits are issued will determine if they can be counted <br />towards the next cycle. <br />Commissioner Balch inquired about the General Plan Amendment and how many were <br />allowed each year. <br />Ms. Clark responded that four General Plan Amendments are allowed per year and confirmed <br />this is the first one for the year. <br />Planning Commission Minutes Page 5 of 9 March 11, 2020 <br />ainment and <br />restaurants.
