THE PUBLIC HEARING WAS OPENED
Applicant Chuck Davis with Simon Properties gave a presentation on the residential
component of the project, including combination of mixed use and commercial projects,
renderings, design criteria, public amenity uses, setbacks, low income units, architectural
design, and General Plan amendment and rezone.
Commissioner Balch inquired about the proposed ground floor retail.
Mr. Davis explained there would be portion of space set aside for a ground floor restaurant or
retail use as well as the leasing office and amenity space for the residential use.
Commissioner Brown inquired about the parking garage for the wrap-around building and
confirmed whether it was exclusively for resident use. He then asked and confirmed that the
open space area shown on the new site plan was originally envisioned as a restaurant.
Mr. Davis explained the current proposed parking design, stating some of the ground floor
parking spaces are reserved for the retail customers to ensure connectivity from the parking
garage to the retail site. He continued by explaining as the parking design is further developed,
the intention will be to retain some of the existing ground floor parking for shared/commercial
uses as opposed to restricting an area for resident use only. He stated the previous layout
included a restaurant on the corner, whereas the new layout preserved that square footage in
the same location in order to retain the connectivity with the park area created for public use.
He referenced the location of the fitness center and explained rather than creating a surface
parking lot with enough parking spaces to accommodate the number of vehicles visiting the
fitness center, those vehicles will be able to park in the lower level of the parking garage with
direct access to the fitness facility. He explained the second and third levels of the parking
garage are at the mall level, so the design is making use of the grade to better distribute
parking for the different uses and which makes sense with the driveways at the different levels.
He further stated the current plan meets the City's residential parking requirement based on
the number and size of residential units shown in the plan.
Commissioner Ritter inquired about rooftop parking and solar panels.
Mr. Davis confirmed there is no rooftop parking. He explained the previous site plan didn't
have as much ground level amenity space, which was the reason it previously included a
rooftop amenity deck. He continued by stating the new site plan now includes a ground level
area, and confirmed it is large enough for the amenity space as opposed to including it on the
roof. He then discussed challenges with solar panels but went on to explain their commitment
to energy management.
Commissioner Pace inquired about the retail tenant expectations.
Mr. Davis explained the proposed entertainment and restaurants. He stated the market was
dynamic but anticipated four to five full-service restaurants and three to four quick service
restaurants. He stated the theater and fitness facility tenants were secured.
THE PUBLIC HEARING WAS CLOSED
Planning Commission Minutes Page 3 of 9 March 11, 2020
