The 6-acre project site is <br />located primarily on Assessor’s Parcel Number (APN) 941-1201-94-03 with minor encroachment <br />onto APN 941-1201-95 to the north and APN 941-1201-04-06 to the south. This includes 0.36 acres <br />of adjacent areas where drive aisle, pedestrian, and utility improvements would be made. Within <br />this document, references to the project site include the off-site improvement areas. The project site <br />is located in the southeast area of the Stoneridge Shopping Mall, near the intersection of Stoneridge <br />Mall Road (east) and Stoneridge Mall Road (south), east of the Macy’s Women’s Store and south of <br />the former Sears parking structure (Exhibit 2). The project site is located on the Dublin, California, <br />United States Geographical Survey (USGS) 7.5-minute Topographic Quadrangle Map. <br />2.1.2 - Environmental Setting <br />The project site is currently an asphalt parking lot with 810 parking spaces. It was temporarily used <br />as a COVID-19 testing station in 2021 and in early 2022.4 The parking lot contains landscaped parking <br />islands with 169 trees, 42 of which are Heritage Trees as defined by the City’s Tree Preservation <br />Ordinance.5 The site is relatively flat with a gentle slope to the southeast to facilitate drainage and <br />runoff. Exhibits 3 and 4 illustrate existing site conditions. <br />The project site is surrounded by Stoneridge Mall commercial and parking facilities to the north and <br />west, Stoneridge Mall Road (east), office and parking facilities to the east; and Stoneridge Mall Road <br />(south) and commercial space to the south. The recently constructed 10x Genomics Project is <br />located to the south of the project site with office uses, R&D, and laboratory manufacturing. Kaiser <br />Permanente medical offices are located southwest of the project site, along Springdale Avenue. <br />2.1.3 - General Plan and Zoning <br />The proposed project has been anticipated in City planning documents and regulations since 2012, <br />when the City’s 2007-2014 Housing Element was adopted, and the project site was identified as part <br />of a larger housing opportunity surrounding Stoneridge Mall.
