RESOLUTION NO. 23-1357 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON CERTIFYING THE ENVIRONMENTAL IMPACT REPORT (STATE CLEARINGHOUSE NO. 2022040091) FOR THE 6T" CYCLE HOUSING ELEMENT (P21-0751) AND RELATED AMENDMENTS TO THE GENERAL PLAN; ADOPTING A STATEMENT OF OVERRIDING CONSIDERATIONS; MAKING FINDINGS OF FACT; AND ADOPTING A MITIGATION MONITORING AND REPORTING PROGRAM WHEREAS, the State of California requires cities and counties to adopt a comprehensive, long-term General Plan for the physical development of the City; and WHEREAS, the Housing Element is one of seven mandated elements of the General Plan and must address the existing and projected housing needs for all economic segments of the community; and WHEREAS, State law requires Housing Elements to be updated and certified by the California Department of Housing and Community Development (HCD) every eight years; and WHEREAS, the City of Pleasanton prepared the 2023-2031 (6th Cycle) Housing Element, P21-0751 ("Project') in accordance with State law; and WHEREAS, pursuant to the California Environmental Quality Act (CEQA), a Program Environmental Impact Report (EIR) was prepared for the Project; and WHEREAS, on January 11, 2023, the Planning Commission held a properly noticed public hearing to review the Stoneridge Mall Framework (P22-0969), Objective Design Standards (P20-0989), 2023-2031 (611 Cycle) Housing Element Update (P21-0751) and Final EIR; and WHEREAS, the Commission conducted a public hearing and considered relevant exhibits. recommendations of the City staff, received testimony from the public, and recommended that the City Council certify the Environmental Impact Report, and WHEREAS, on January 26, 2023. the City Council held a properly noticed public hearing to review the Stoneridge Mall Framework (P22-0969), Objective Design Standards (P20- 0989), 2023-2031 (611 Cycle) Housing Element Update (P21-0751) and Final EIR; and WHEREAS, the City Council conducted a public hearing and considered relevant exhibits, recommendations of the City staff, and received testimony from the public; and WHEREAS, the City Council has reviewed and considered the Final EIR and the whole of the administrative record in its determination regarding the 2023-2031 (6th Cycle) Housing Element Update (P21-0751). NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. 1) Certifies the Final EIR for the 6th Cycle Housing Element (Attachment 1), 2) Makes findings of fact, adopts the Statement of Overriding Considerations, and adopts a Mitigation Monitoring and Reporting Program (Attachment 2)
