kimley-horn.com 4637 Chabot Drive, Suite 300, Pleasanton, CA 94588 925.398.4840 <br />MEMORANDUM <br />Subject: 2022 Stoneridge Mall Residential Project – Noise Impact Fair Share <br />Determination <br />From:Michael Mowery, P.E. <br />Date:October 19, 2022 <br />A.INTRODUCTION <br />The Simon Property Group (SPG) is proposing to redevelop the southeast corner of the Stoneridge <br />Shopping Center and construct 360 residential units of multi-family housing in the City of Pleasanton <br />(City), CA as the 2022 Stoneridge Mall Residential Project (Project). Kimley-Horn and Associates, Inc. <br />(Kimley-Horn) has been requested by SPG to determine the Project’s fair share percentage for the <br />traffic noise impact mitigation referenced in the City’s Housing Element and Climate Action Plan <br />General Plan Amendment and Rezonings Draft Supplemental Environmental Impact Report1 (Housing <br />Element Supplemental EIR).To address the offsite traffic noise impacts, the City’s Housing Element <br />Supplemental EIR proposes that each rezoning site projects (including the Project) contribute its fair <br />share of the cost of attenuating traffic noise on certain road segments significantly affected by that <br />project. It describes potential means of doing so, including the use of noise-attenuating pavement. To <br />determine the Project’s fair share contribution, fair share percentages were calculated for roadway <br />segments within the Project’s study area. This memorandum discusses the methodology, analysis, and <br />results of the evaluation. <br />B.BACKROUND <br />The Simon Property Group is proposing to implement the City’s Housing Element and the zoning for <br />property within Stoneridge Mall by developing the 2022 Stoneridge Mall Residential Project, which will <br />redevelop the southeast corner of the Stoneridge Shopping Center. The Project is proposing to replace <br />a portion of the existing southeast surface parking lot located adjacent to the existing Sears parking <br />deck and east of the Macy’s Women’s store with 360 residential units and a new parking garage <br />exclusively serving the residents of the Project. <br />The Project site is part of one of the “rezoning sites” studied in the Housing Element Supplemental EIR. <br />That SEIR identified significant or potentially significant traffic noise impacts on various roadway <br />segments within the City of Pleasanton.
