PUD-136, Mall Residential Project Planning Commission <br />4 of 34 <br />General Plan and Zoning <br />In January 2012, the City Council approved a General Plan Amendment and the rezoning of <br />nine sites (Housing Element Sites) throughout the City for high-density multifamily <br />development in order to meet the City’s 2015-2023 (4th Cycle) Regional Housing Need <br />Allocation (RHNA). One of those sites approved for rezoning was an approximately 10-acre <br />portion of the central approximately 29-acre mall site owned by Simon Property Group to <br />Planned Unit Development-Mixed Use (PUD-MU), with a maximum density of 40 residential <br />units per acre (Ordinance No. 2028). The approximately 10 acres are split into two subareas: <br />an approximately eight-acre area located in the southeast portion of the mall (the location of <br />the proposed project), and an approximately two-acre area located on the west side of the <br />mall. <br /> <br />As shown in Figure 2, the remaining approximately 19 acres of the subject site as well as the <br />rest of the mall parcels retained the Retail/Highway/Service Commercial, Business and <br />Professional Offices General Plan Land Use designation and the C-R(M) – (Regional <br />Commercial – Mall) zoning designation which do not allow for residential uses. <br /> <br />Figure 2: Stoneridge Shopping Center and Surrounding Land Uses <br /> <br /> <br /> <br />
