ATTACHMENT 1 <br /> RESOLUTION NO. 23-XX <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> ADOPTING THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) <br /> GREENHOUSE GAS (GHG) EMISSIONS SIGNIFICANCE THRESHOLDS AND <br /> MAKING FINDINGS OF CEQA EXEMPTION <br /> WHEREAS, in 2006, the State of California adopted the Global Warming Act of <br /> 2006 (Assembly Bill 32), which created a Statewide greenhouse gas emissions <br /> requirement and goal to reduce emissions to 1990 levels by 2020; and in 2016, <br /> California Senate Bill 32 established a new greenhouse gas reduction target of 40 <br /> percent below 1990 levels by 2030; and, <br /> WHEREAS, in August 2008, SB 375 enhanced the State's ability to reach AB 32 <br /> goals by directing California Air Resources Board (CARE) to develop regional <br /> Greenhouse Gas (GHG)emission reduction targets to be achieved from passenger <br /> vehicles by 2020 and 2035. SB 375 aligns regional transportation planning efforts, <br /> regional GHG reduction targets, and affordable housing allocations. Metropolitan <br /> Planning Organizations (MPOs) are required to adopt a Sustainable Communities <br /> Strategy (SCS), which allocates land uses in the MPO's Regional Transportation Plan <br /> (RTP). Qualified projects consistent with an approved SCS or Alternative Planning <br /> Strategy categorized as "transit priority projects"would receive incentives to streamline <br /> CEQA processing; and <br /> WHEREAS, in 2008, CARB approved the original California Climate Change <br /> Scoping Plan, which included measures to address GHG emission reduction strategies <br /> related to energy efficiency, water use, and recycling and solid waste, among other <br /> measures, which have been adopted and implemented since approval of the Scoping <br /> Plan; and <br /> WHEREAS, in 2013, CARB approved the first update to the California Climate <br /> Change Scoping Plan that defined CARB climate change priorities for the next five years <br /> and set the groundwork to reach post-2020 Statewide GHG emissions reduction goals. <br /> The 2013 Scoping Plan Update highlighted California's progress toward meeting the <br /> "near-term" 2020 GHG emission reduction goals defined in the original Scoping Plan and <br /> also evaluated how to align the State's longer-term GHG reduction strategies with other <br /> State policy priorities, including those for water, waste, natural resources, clean energy, <br /> transportation, and land use; and <br /> WHEREAS, on March 22, 2018, CARB adopted updated regional targets for <br /> reducing GHG emissions from 2005 levels by 2020 and 2035. The Association of Bay <br /> Area Governments (ABAG)was assigned targets of a seven percent reduction in GHGs <br /> from transportation sources by 2020 and a 15 percent reduction in GHGs from <br /> transportation sources by 2035. ABAG adopted the 2050 RTP (Plan Bay Area 2050) in <br /> October 2021, which includes the region's SCS and meets the requirements of SB 3751- <br /> and <br /> 75;and <br /> WHEREAS, in September 2018, Governor Brown signed SB 100, requiring that <br /> the State's load serving entities (including energy utilities and community choice energy <br />
