ENVIRONMENTAL ASSESSMENT <br /> Pursuant to CEQA, the City prepared a final Initial Study-Negative Declaration <br /> evaluating the potential environmental impacts of the CAP 2.0. The initial study <br /> evaluated the CAP 2.0's potential impacts to 20 environmental factors and determined <br /> the project would not have a significant negative effect on the environment. The IS-ND <br /> was accepted by Council in February 2022. The modeling quantification modifications <br /> changes presented in this report are not substantive and thus do not trigger an updated <br /> IS-ND. As such, no further CEQA review is required. Additionally, the GHG thresholds <br /> are exempt from CEQA pursuant to CEQA Section 15061(b)(3), which states: "The <br /> activity is covered by the commonsense exemption that CEQA applies only to projects <br /> which have the potential for causing a significant effect on the environment. Where it <br /> can be seen with certainty that there is no possibility that the activity in question may <br /> have a significant effect on the environment, the activity is not subject to CEQA." <br /> CONCLUSION <br /> Staff recommends the City Council: <br /> • Adopt Resolution adopting Greenhouse Gas Emissions Thresholds of <br /> Significance and Guidance for projects within the City of Pleasanton (Attachment <br /> 1); and <br /> • Adopt Resolution adopting an updated Climate Action Plan 2.0 (Attachment 2). <br /> b itteky: ,_.
