If you look at the current structure of how the Commission Meetings are staffed and how their decisions are brought <br /> forward to be heard by the City Council you can see there are a significant number of Commissions being staffed and <br /> reviewed by the Library and Recreation Department's hierarchy.This department seems to have the burden of <br /> significant responsibilities to manage all the Commissions and Committees under its chain of command. <br /> The City's community grant applications are also evaluated by the Youth, Civic Arts, Housing and Human Services <br /> Commissioners and are an important part of each commissioner's job. As both an evaluator of and applicant for the <br /> Community Grants it is a complicated and time consuming job for the Staff and Commissioners to review the <br /> applications and for the community members and groups to apply for funding through this grant process. How will the <br /> restructuring of the Commission make the grant process easier for both Staff, Commissioners and the public applying for <br /> grants? <br /> I am concerned that if the Commission Meetings are collapsed to include two or more commissions together this job of <br /> reviewing grants would be even more cumbersome. <br /> The frequency of Commission meetings has usually been once a month however this frequency of meeting time <br /> doesn't occur of late.As a representative of a non-profit organization who needs to seek approval for projects going <br /> before the Public Arts Committee and the Civic Arts Commission, it is often a slow process to get these meeting <br /> scheduled delaying the final approval of projects for many months. <br /> I hope the City Council's review at this Tuesday's meeting of agenda item 15 regarding the structure of the <br /> Commissions and Committee will allow for a critical review of how the public and the Commissioners see their role in <br /> this proposed reorganization.
