Memo to Pleasanton City Council and Planning Commission <br /> Supplemental Memo- Stoneridge Mall Framework <br /> December 15,2022 <br /> • A desire for the mall to have enhanced security,by means of lighting and the ability for <br /> people to easily view common spaces from residential units or other areas. <br /> • Enhance the exterior façade of the mall with the objectives of improving connection <br /> between the interior and exterior of the mall and improving pedestrian visibility into the <br /> mall. <br /> • Support for the concept of a multi-use path around Stoneridge Mall Road,with the caveat <br /> that it not significantly reduce vehicular traffic capacity and that it be designed to ensure <br /> safety and comfort for both pedestrians and bicyclists. <br /> • Land uses should be dynamic,diverse, and accommodate various demographics; support <br /> for focusing housing in close proximity to BART,although there was also support among <br /> some participants for distributing the housing around the mall properties to help distribute <br /> traffic and other impacts. <br /> • Mall ownership needs to be part of the process, particularly regarding allocation of <br /> housing units. <br /> • Concern about: <br /> • Traffic around the mall and traffic implications to nearby neighborhoods and <br /> across Pleasanton. <br /> • Providing adequate and convenient parking for housing units and non-residential <br /> uses. <br /> • The impact to schools and the ability of the school district to accommodate <br /> additional students. <br /> A summary of the Community Meeting with additional details, including the notations taken as <br /> part of the small-group discussion is enclosed to this memorandum as Attachment A; for <br /> reference,a summary of the September 26,2022, Joint Planning Commission and Community <br /> Meeting is included as Attachment B. <br /> 2. Public Comments <br /> Attachment C to this memo includes the public comments received regarding the Stoneridge <br /> Mall Framework,with annotation to indicate comments that were distributed for the September <br /> 26,2022,meeting and those that were received after and are thus being distributed for this <br /> December 15, 2022,meeting. <br /> 3. Staff Recommendation <br /> As indicated in this memo, many members of the public that attended the December 8 <br /> Community meeting supported the scenario that focused housing near the BART station(Draft <br /> Scenario 2A, Clustered Mixed-Use Housing, BART focused), since this scenario would provide a <br /> strong connection to BART, create continuous paths and spaces without discontinuous sites, and <br /> lends to achieving some key place-making goals. Other community members commented that <br />
