AESTHETICS-Except as provided in Public Resources Code Section 21099,would the project: <br /> a) Have a substantial adverse effect on a ❑ ❑ ❑ <br /> scenic vista? <br /> b) Substantially damage scenic resources <br /> including, but not limited to,trees, rock ❑ ❑ ❑ <br /> outcroppings,and historic buildings <br /> within a state scenic highway? <br /> c) In non-urbanized areas,substantially <br /> degrade the existingvisual character or <br /> quality of public views of the site and its <br /> surroundings?(Public views are those <br /> that are experienced from publicly ❑ ❑ ® ❑ <br /> accessible vantage point). If the project <br /> is in an urbanized area,would the <br /> project conflict with applicable zoning <br /> and other regulations governingscenic <br /> quality? <br /> d) Create a new source of substantial light <br /> or glare which would adversely affect ❑ ❑ ❑ <br /> day or nighttime views in the area? <br /> Setting <br /> The project site crosses the City of Pleasanton's(City)Augustin Bernal Community Park,which is designated <br /> Parks and Recreation, and crosses land owned by Golden Eagle HOA that is designated Agriculture and <br /> Grazing(City of Pleasanton 2009a).The Augustin Bernal Community Park and parking lot/staging area are <br /> zoned Public,and the portion of land owned by Golden Eagle HOAthatthe trail would cross is zoned Planned <br /> Unit Development- Low Density Residential(City of Pleasanton 2018). <br /> Augustin Bernal Community Park lies on the western boundary of the City. The City boundaries extend <br /> approximately 4.75 miles to the north and approximately 5.75 miles to the east. The project site is <br /> surrounded by existing park and recreational facilities. The majority of the trail would be contained within <br /> Augustin Bernal Community Park,and a portion of the trail would cross Golden Eagle HOA property,subject <br /> to an access easement. To the west, north, and south is Pleasanton Ridge Regional Park, which covers <br /> more than 9,000 acres and is owned and operated by the East Bay Regional Park District. To the south is <br /> the private Castlewood Country Club. <br /> The project site is undeveloped and supports an unofficial mountain bike trail, with several unofficial trail <br /> spurs.The Augustin Bernal Community Park support a range of vegetation communities;the predominant <br /> vegetation community within the project site portion of the park is Coast live oak woodland.
