Dudek conducted an Initial Study and created a Mitigated Negative Declaration <br /> (IS/MND) to address the environmental concerns associated with the construction of the <br /> trail. A description of the project is below. <br /> Proiect Description <br /> The proposed project would develop an approximately 0.7-mile-long (3,700 linear feet) <br /> technical mountain bike trail within and adjacent to Augustin Bernal Community Park, in <br /> part replacing an existing unofficial user-created trail and decommissioning 4,300 linear <br /> feet of other existing unofficial user-created trails. The new trail would consist of an <br /> appropriately designed and engineered trail to minimize erosion and user risks, as well <br /> as reduce potential pedestrian/bicyclist conflicts on the multi-use trails in Augustin <br /> Bernal Community Park by encouraging some of the existing downhill mountain bike <br /> traffic currently using the multi-use trails to divert to the new trail. Other user-created <br /> trails would be decommissioned to minimize potential adverse effects on the vegetation <br /> and wildlife in the park. Construction of the proposed trail would require minor grading <br /> and vegetation clearing along the entire bike trail alignment. <br /> The proposed trailhead would be on the Ridgeline Trail, which continues north through <br /> Augustin Bernal Community Park and south into the southern portion of Pleasanton <br /> Ridge Regional Park. It would also be near Thermalito Trail, which continues south into <br /> Pleasanton Ridge Regional Park. The proposed trail terminus is at the Augustin Bernal <br /> Community Park staging area. Beginning at the staging area, cyclists could follow <br /> existing multi-use trails to reach the proposed trailhead, specifically from Golden Eagle <br /> Trail to Valley View Trail to Ridgeline Trail. <br /> The proposed trail requires a trail easement with the Golden Eagle Homeowners <br /> Association (HOA) because the HOA owns the land between the staging area parking <br /> lot and Augustin Bernal Community Park where the proposed alignment would cross. <br /> The easement was obtained in November 2022. <br /> Decommissioning existing user-created trails would involve removing constructed <br /> features such as berms and jumps, rehabilitating soil, and broadcasting a seed mix to <br /> promote new vegetation growth. The attached IS/MND has additional project <br /> information, including figures of the project location, proposed trail alignment and <br /> design, proposed trails to be decommissioned, and existing site conditions (see <br /> Attachment 1). <br /> ENVIRONMENTAL ASSESSMENT <br /> An Initial Study for the proposed Augustin Bernal Mountain Bike Trail Project was <br /> prepared in accordance with CEQA (Section 21000 et seq., California Public Resources <br /> Code) and the CEQA Guidelines (Section 15000 et seq. Title 14, California Code of <br /> Regulations). The analysis in the Initial Study determined that the project could <br /> potentially have significant impacts on the following resource categories: biological <br /> resources, cultural resources, geology and soils, hazards and hazardous materials, <br /> hydrology and water quality, public services, recreation, and tribal cultural resources. <br /> Discussion of each resource and the proposed mitigation is provided below. <br /> Page 3 of 7 <br />
