ATTACHMENT 1 <br /> RESOLUTION NO. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> PROCLAIMING THE TERMINATION OF THE LOCAL EMERGENCY DUE TO THE <br /> COVID-19 VIRUS AND ENDING THE RELATED DELEGATION OF AUTHORITY TO <br /> THE CITY MANAGER TO AWARD AND EXECUTE CONTRACTS DURING SUCH <br /> EMERGENCY <br /> WHEREAS, on March 17, 2020, the City Manager, acting as the Director of Emergency <br /> Services as provided in Municipal Code Chapter 2.44, and permitted by California Government <br /> Code §8630(a), did proclaim the existence of a local emergency due to the COVID-19 virus, which <br /> was ratified by the City Council on March 23, 2020, by Resolution 20-1139; and <br /> WHEREAS, widespread COVID-19 vaccinations, effective treatments for the virus, and <br /> community immunity from vaccinations and prior exposures are conditions which warrant the <br /> termination of this local emergency, which must be proclaimed by the City Council as provided in <br /> California Government Code §8630(d); and <br /> WHEREAS, the local emergency due to the COVID-19 virus is to be terminated effective <br /> February 28, 2023, to coincide with the termination of the State of California's COVID-19 State of <br /> Emergency; and <br /> WHEREAS, the delegation of authority to the City Manager to award and execute <br /> contracts due to the local emergency due to the COVID-19 virus adopted on March 23, 2020, by <br /> Resolution 20-1140 is to be similarly terminated. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Finds that the termination of the local emergency due to COVID-19 virus <br /> and ending the delegation of authority has no possibility to have a significant effect on the <br /> environment per Title 14 California Code of Regulations §15061(b)(3). <br /> SECTION 2. Terminates the local emergency due to the COVID-19 virus described in <br /> Resolution 20-1139, and ends the delegation of authority to the City Manager to award and <br /> execute contracts during such local emergency as provided in Resolution 20-1140, effective <br /> February 28, 2023, when the State of California's COVID-19 State of Emergency is terminated. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on February 7, 2023. <br /> I, Jocelyn Kwong, City Clerk of the City of Pleasanton, California, certify that the foregoing <br /> resolution was adopted by the City Council at a regular meeting held on February 7, 2023, by the <br /> following vote: <br />
