1 <br /> <br />Supplemental Findings for Sites Available for Housing <br /> <br /> <br />The following is an amendment to the RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />PLEASANTON ADOPTING A GENERAL PLAN AMENDMENT TO UPDATE THE HOUSING <br />ELEMENT FOR THE PERIOD OF 2023-2031 (6TH CYCLE) AFFIRMATIVELY FURTHERING FAIR <br />HOUSING IN COMPLIANCE WITH STATE HOUSING ELEMENT LAW, SECTION 3, with new <br />language shown in underline, below, and the supplemental findings in Exhibit A3, beginning on the next <br />page: <br /> <br />Section 3. The City Council finds that based on substantial evidence in the record including <br />that non-vacant higher density RHNA sites are primarily underutilized as surface <br />parking and/or surface parking with commercial buildings where the existing <br />uses are of marginal economic viability, the structures are at or near the end of <br />their useful life, and the City has received affirmative interest in developing <br />housing, the existing uses on the non-vacant sites identified in the site inventory <br />to accommodate the RHNA are likely to be discontinued during the planning <br />period and therefore do not constitute an impediment to planned residential <br />development on the sites during the planning period, as described more <br />particularly in Exhibit A3 to this resolution, incorporated herein by this reference. <br /> <br />
