<br /> <br />MEMORANDUM <br />Date: January 26, 2023 <br />To: Mayor and City Council and City staff <br />From: Rick Williams, Van Meter Williams Pollack <br />Subject: Agenda Item 1: Stoneridge Mall Framework, Supplemental Material, Mall <br />Redevelopment Examples <br /> <br /> <br />The enclosure to this memo includes examples of malls that have been redeveloped. <br /> <br />The movement to redevelop retail malls to add residential, office and other uses has been <br />gaining momentum over the past 20 years. The number of mall redevelopments being <br />proposed in the Bay Area is growing and being prioritized in many current Housing Element <br />updates. This is a recent trend and thus few redevelopments have been substantially <br />realized. Most are in detailed planning and others are in initial implementation phases. <br /> <br />While each City and each owner or group has its own goals for their mall you can see by <br />these examples that the plans for redevelopment have many similar elements and <br />characteristics. The extent of redevelopment ranges from individual mixed use housing <br />projects being inserted into underutilized parking lots, to extensive master plans <br />anticipating a repositioning of the mall to a complete or nearly complete demolition and <br />reconstruction. <br /> <br />Most are being viewed by their Cities as new town square developments. Typical features <br />include: <br /> <br />• An opening up of the Mall to be predominantly an outdoor experience, <br />• Grid of streets between new developments, with some pedestrian-only areas, <br />• Central open space, “Town Square” with some smaller public open spaces, <br />• Most have a peripheral path around the Mall site for bicycles and pedestrians, <br />• New housing or office have ground floor retail around the new open spaces, <br />• Most have a significant amount of new housing 1,300-3,500 units,
