among the parcels, potential uses that may complement future housing, and an <br />illustrative circulation and open space concept to support the scenarios. The City hosted <br />a community meeting on December 8 to solicit feedback on the conceptual scenarios as <br />mentioned previously in this report; the outcome of this community meeting will be <br />summarized in a supplemental memo and reported at this joint Planning Commission <br />and City Council meeting. <br />Property Owner Input <br />The project team has met with property owners as a group and in numerous one-on-one <br />meetings to understand and discuss priorities, concerns, and goals since start of the <br />Framework project. Property owners have: <br />•Expressed support for a mixed-use concept but also have reservation about the <br />process, timing, costs, and constraints <br />•Acknowledged that collaboration among the owners is a complicated undertaking <br />due to agreements and varied partnerships, and that cooperation between <br />owners should be incentivized for a "greater good benefit" <br />•Indicated a strong desire to maintain as much flexibility as possible due to a <br />shifting market and future opportunities <br />•Agreed that the mall has more vehicular parking than is realistically needed <br />•Communicated that the distribution of uses and housing at the mall to be <br />equitable, meaning that each owner benefits in an equal way from changes to <br />allowed land uses and allocation of housing units <br />•Asked that the City participate in infrastructure and other public improvements <br />instead of relying on private development to absorb all costs <br />•Cautioned against developing an overly prescriptive plan or "locking in" details of <br />the Framework, particularly at this early stage, understanding that market forces, <br />development costs and other factors continue to need to be analyzed in more <br />detail <br />•Expressed concern that any redevelopment should support the ongoing vitality of <br />the existing shops and the mall "core" and maintain visibility and access. <br />Although supportive of proceeding with the Framework, it is important to note that there <br />is not a consensus or preferred development scenario that has been collectively <br />endorsed by the various mall property owners at this time. <br />CONCEPTUAL DEVELOPMENT SCENARIOS <br />Conceptual development scenarios have been developed and are intended to guide <br />discussion about the allocation of housing units, potential new non-residential uses, <br />circulation, and activity spaces around the mall. <br />Elements Common to Scenarios <br />There are a number of elements common to each of the conceptual scenarios, <br />including: <br />Page 6 of 17
