1 <br /> THE CITY OF <br /> _.:: =' ' "' CITY COUNCIL AGENDA REPORT <br /> PLEASANTON, <br /> January 26, 2023 <br /> Community Development <br /> TITLE: CONSIDER AND ADOPT A RESOLUTION APPROVING COMPONENTS <br /> OF THE STONERIDGE MALL FRAMEWORK <br /> SUMMARY <br /> The Stoneridge Mall Framework is a focused planning effort to identify and provide <br /> guidance for the location, configuration and desired land use, circulation, and urban <br /> design intent for the properties containing the Stoneridge Shopping Center (Stoneridge <br /> Mall). One of the key objectives of this effort is to establish the allocation of housing <br /> among the parcels as is contemplated in the City's Draft 2023-2031(6th Cycle) Housing <br /> Element. <br /> After initiating the Framework project in August 2022, the City has hosted two <br /> community meetings (one of which was a joint meeting with the Planning Commission) <br /> and coordinated input from the four property owners. On December 15, 2022, the <br /> Planning Commission and City Council hosted a joint meeting to provide direction <br /> regarding conceptual development scenarios to be further developed in the Stoneridge <br /> Mall Framework, and the allocation of housing at Stoneridge Mall. <br /> The feedback provided at this joint meeting has been incorporated into a Draft <br /> Stoneridge Mall Framework Components, which was reviewed by the Planning <br /> Commission on January 11, 2023, and is now being provided to the City Council for <br /> adoption. The use of the term "Framework Components" is to recognize that additional <br /> work will be needed to refine and complete all the necessary planning for Stoneridge <br /> Mall; the components included here are intended to establish guidance for that planning <br /> effort and to address certain topics that must be resolved for the purposes of adopting <br /> the 2023-2031 (6th Cycle) Housing Element. In that respect, a key element of the <br /> Framework Components is the allocation of housing units between the Stoneridge Mall <br /> parcels to correspond to the 2023-2031 Housing Element, which is a separate item on <br /> the agenda for this City Council meeting. <br /> PLANNING COMMISSION AND STAFF RECOMMENDATION <br /> The Planning Commission, by four-zero (4-0) vote, recommended the City Council <br /> adopt the Stoneridge Mall Framework Components at its January 11, 2023, meeting. <br /> Staff recommends the City Council accept the Planning Commission recommendation <br /> and: <br /> 1. Find that the housing units identified and allocated to various parcels in the <br /> Stoneridge Mall Framework Components were analyzed in the EIR for the <br /> Housing Element; and <br />
