Traffic and Circulation Considerations <br />The number of new vehicle trips that would be generated by the three conceptual <br />development scenarios were estimated using trip generation rates from the City's travel <br />demand model. These rates are based on data from the Institute of Transportation <br />Engineer's Trip Generation Manual. This manual is a national compilation of trip <br />generation statistics for land-uses of various sizes and types. The analysis focuses on <br />the PM peak hour of travel as traffic within the area, as well as project trip generation, <br />peaks during the evening peak period when retail, employment, and residential <br />commute traffic is highest. <br />As noted, Scenarios 2 and 2a reflect introduction of some commercial uses at the mall, <br />and the model analyzed the addition of about 300,000 square feet of office uses to <br />analyze how such use(s) might affect traffic conditions. <br />Table 2: Trip Generation Summary <br />Scenario <br />1 <br />2 <br />2a <br />In <br />531 <br />531 <br />PM Peak Hour Trip Generation <br />Out <br />291 <br />567 <br />567 <br />Total <br />765 <br />1,098 <br />1,098 <br />As illustrated in Table 2, Scenarios 2 and 2a would generate approximately 50 percent <br />more traffic than Scenario 1. This is to be expected, as Scenarios 2 and 2a include <br />additional office space not included in Scenario 1. <br />Using the City's travel demand model, the directions of approach and departure for <br />vehicle trips generated by the individual development scenarios were determined. This <br />information was used to distribute new inbound and outbound trips to the local street <br />network. It should be noted that the "existing" traffic volumes used for the analysis are <br />from pre-pandemic conditions, which are higher than current volumes and also reflect <br />traffic levels that occurred when the Nordstrom store was operational at the mall. <br />Prevailing evening peak hour traffic volumes are highest on the sections of Stoneridge <br />Mall Road between Genomics Place and Stoneridge Drive and on Canyon Way <br />between Stoneridge Mall Road and Foothill Road. <br />The section of Stoneridge Mall Road between Genomics Place and Stoneridge Drive is <br />a segment which experiences high levels of congestion and queuing during the PM <br />peak hour in the southbound direction. Vehicles often wait through multiple signal cycles <br />to pass through the Stoneridge Mall Road/Stoneridge Drive intersection. This condition <br />has prompted some vehicles to avoid this route to the freeway, instead of driving the <br />longer distance to Springdale to access Stoneridge Drive. <br />Scenario 1 contributes approximately 80 trips to this congested area. Scenarios 2 and <br />2a would generate additional impacts on this section compared to Scenario 1. The <br />Page 11 of 17
