THE CITY OF -·--­PLEASANTONc JOINT PLANNING COMMISSION AND <br />CITY COUNCIL AGENDA REPORT <br />December 15, 2022 <br />Community Development <br />TITLE: RECEIVE AN UPDATE ON THE STONERIDGE MALL FRAMEWORK AND <br />CONSIDER CONCEPTUAL DEVELOPMENT SCENARIOS <br />SUMMARY <br />The Stoneridge Mall Framework is a focused planning effort to identify and provide <br />guidance for the location, configuration and desired land use, circulation and urban <br />design intent for the properties containing the Stoneridge Shopping Center (Stoneridge <br />Mall). One of the key objectives of this effort is to establish the allocation of housing as <br />is contemplated in the City's Draft 6th Cycle (2023-2031) Housing Element. After <br />initiating the Framework project in August 2022, the City has hosted two community <br />meetings (one of which was a joint meeting with the Planning Commission) and <br />coordinated input from the four property owners. This December 15 joint meeting with <br />the Planning Commission and City Council is to request feedback and direction <br />regarding conceptual development scenarios to be further developed in the Stoneridge <br />Mall Framework, and the allocation of housing at Stoneridge Mall. Relevant direction <br />from the Planning Commission and City Council will be incorporated into the Draft <br />Housing Element when it's brought forward to the Planning Commission and City <br />Council for consideration and adoption in January 2023. <br />RECOMMENDATION <br />Staff recommends the Planning Commission and City Council: (1) Receive an update <br />on the Stoneridge Mall Framework; and (2) consider and provide direction regarding the <br />conceptual development scenarios. <br />FISCAL IMPACT <br />The City Council previously authorized professional services contracts for the <br />Stoneridge Mall Framework. No changes are proposed to the Professional Services <br />contracts for the Stoneridge Mall Framework at this time. While key financial <br />implications of redevelopment scenarios are noted, no fiscal impacts would occur as a <br />result of this meeting. <br />ATTACHMENT 3
