2-30 Adopted 07 21 09 <br /> <br /> <br /> Program 2.2: Encourage the reuse of vacant and underutilized parcels and buildings within existing urban areas. <br /> <br /> Program 2.3: Require transit-compatible development near BART stations, along transportation corridors, in <br />business parks and the Downtown, and at other activity centers, where feasible. <br /> Program 2.4: Require higher residential and commercial densities in the proximity of transportation corridors and <br />hubs, where feasible. <br /> Program 2.5: Assure that new major commercial, office, and institutional centers are adequately served by transit and <br />by pedestrian and bicycle facilities. <br /> Program 2.6: Require design features in new development and redeveloped areas to encourage transit, bicycle, and <br />pedestrian access, such as connections between activity centers and residential areas, and road design <br />that accommodates transit vehicles, where feasible. <br /> Program 2.7: Allow the location of small-scale neighborhood telecommuting centers and the infrastructure needed <br />to support them in or near residential areas to enable residents to work close to home, where feasible. <br /> Program 2.8: Require land development that is compatible with alternative transportation modes and the use of <br />trails, where feasible. <br /> Policy 3: When setting land-use policy and when reviewing potential development proposals, make minimizing energy use <br />and impacts on the environment important considerations. <br /> Program 3.1: Establish an advisory committee to the City Council to provide recommendations and policy <br />implementation regarding energy, environmental projects and priorities, and climate change and to <br />review the energy and environmental issues relevant to development proposals generally. <br />Overall Community Development <br />Goal 2: Achieve and maintain a complete well-rounded community of desirable neighborhoods, a strong employment base, and a variety <br />of community facilities. <br /> <br /> Policy 4: Allow development consistent with the General Plan Land Use Map.
