2-29 Adopted 07 21 09 <br /> <br /> <br />GOALS, POLICIES, AND PROGRAMS <br /> <br />Sustainability <br />Goal 1: Create a land use pattern that promotes resource sustainability and environmental quality. <br /> <br /> Policy 1: Integrate energy efficiency, energy conservation, and energy self-sufficiency measures into land-use planning. <br /> Program 1.1: <br /> <br /> <br />Program 1.2: <br />Biennially assess community sustainability and quality of life in Pleasanton through measures such as: <br />traffic congestion and delay, energy use, water quality and availability, fiscal sustainability, air quality, <br />extent of tree canopy, and park acreage and bike path/trail miles per capita. <br />When reviewing development projects (especially in areas where there is likely to be the most change <br />and the greatest impact can be made), consider how the following will impact energy use: density, <br />neighborhood design, proximity to transit, proximity to shopping/employment, walkability, street <br />layout, and construction techniques (Green Building). Develop new measures of sustainability based <br />on these factors and adopt minimum sustainability scores for typical projects. <br /> Program 1.3: When reviewing development projects, review transportation energy-efficiency measures alongside <br />level-of-service standards. Develop a methodology to accomplish this and then adopt it. <br /> Program 1.4: Consider using software tools to assist in the evaluation of the energy efficiency of development <br />proposals. <br /> Program 1.5: Support more locally-serving shopping opportunities in neighborhoods so that people do not have to <br />drive far to purchase goods. <br /> Program 1.6: Encourage local employers to hire locally. <br /> Program 1.7: Use the City’s housing programs to encourage people who work in Pleasanton to live in Pleasanton. <br /> Policy 2: Integrate land-use and transportation planning in order to ensure patterns that facilitate safe and convenient mobility <br />of people and goods at a reasonable cost, and to increase travel alternatives to the single-occupant automobiles. <br /> Program 2.1: Reduce the need for vehicular traffic by locating employment, residential, and service activities close <br />together, and plan development so it is easily accessible by transit, bicycle, and on foot.
