The HRA shall be submitted to the <br />Community Development Department for review and approval. The <br />applicant shall implement the approved HRA mitigation measure <br />recommendations, if any, in order to reduce exposure to TACs below <br />BAAQMD thresholds of significance at the time of the project approval. <br />For individual projects, the HRA shall be completed and identified <br />recommendations in order to reduce exposure to TACs below BAAQMD <br />thresholds of significance, if any, in the HRA shall be incorporated into design <br />and construction documents as Conditions of Approval prior to issuance of <br />grading permit or building permit, whichever is sooner. <br />Outdoor Air Quality–Individual and common exterior open space, including <br />playgrounds, patios, and decks, shall either be shielded from the source of <br />air pollution by buildings or otherwise buffered to further reduce air <br />pollution for project occupants. <br />Section 3.3—Biological Resources <br />Impact BIO-1: Development consistent with the <br />Housing Element Update, rezonings, General Plan and <br />Specific Plan Amendments could have a substantial <br />adverse effect, either directly or through habitat <br />modifications, on any species identified as a candidate, <br />sensitive, or special-status species in local or regional <br />plans, policies, or regulations, or by the California <br />Department of Fish and Wildlife or United States Fish <br />and Wildlife Service. <br />MM BIO-1: Biological Resource Assessment <br />Prior to the issuance of entitlements for a project approval of any site- <br />specific entitlement, applicants or sponsors of projects on sites where <br />potential special-status species, migratory birds, or nesting birds are <br />determined to be present by a qualified Biologist, then the applicants or <br />sponsors of projects are present, (to be determined by a qualified Biologist) <br />shall retain a qualified Biologist/ and/or Wetland Regulatory Specialist to <br />prepare a Biological Resource Assessment (BRA). <br />The BRA shall include a project-specific analysis of potential impacts on all <br />biological resources, including impacts on special-status species and their <br />habitat, migratory birds and other protected nesting birds, roosting bats, <br />rare plants, sensitive communities, protected waters and wetlands (analyze <br />project-specific compliance with Clean Water Act [CWA], Porter-Cologne <br />Water Quality Act, and Fish and Game Code, as applicable), wildlife corridors <br />Less than significant impact with <br />mitigation incorporated.
