City of Pleasanton 2023-2031 (6th Cycle) Housing Element Update <br />CEQA Findings of Fact and Statement of Overriding Considerations <br /> <br /> <br />FirstCarbon Solutions 69 <br />Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480022/FOF/21480022 Pleasanton Housing Element FOF.docx <br />Goal 6 of the Housing Element Update specifically addresses the intent of the City to plan to ensure <br />new housing is developed in a manner that reduces environmental impacts, keeps pace with <br />available infrastructure and services, and improves quality of life. To accomplish this goal, Policy 6.5 <br />encourages new housing to be located in areas well-served by public transit and the active <br />transportation network. The new programs included in the Housing Element Update would further <br />this goal. For example, Program 6.2 includes improvements to bicycle amenities and increases to <br />transit ridership. Similarly new Program 6.4 promotes more frequent bus and rail services in the city. <br />Development consistent with the Housing Element Update would be required to accommodate the <br />future implementation of improvements identified in the Master Plan, as detailed on Page 3.14-22 of <br />the Draft Program EIR. Development consistent with the Housing Element Update would also comply <br />with Action E6 of the CAP 2.0, which aims to achieve a balance between jobs and housing, increase <br />affordable housing, and encourage new development with accessibility to transit options and <br />employment hubs (Draft Program EIR, Page 3.14-21–23). <br />Potential Effect <br />Impact TRANS-3: Development consistent with the Housing Element Update, rezonings, and General <br />Plan and Specific Plan Amendments would not substantially increase roadway safety hazards due to <br />a geometric design feature (e.g., sharp curves or dangerous intersections) or incompatible uses (e.g., <br />farm equipment). (Draft Program EIR, Page 3.14-26). <br />Findings: Less than significant impact. <br />Facts in Support of Findings: The analysis in the Draft Program EIR does not examine the site-specific <br />effects of individual projects that would directly contribute to roadway safety hazards. The purpose <br />of the Housing Element Update is to ensure that the City's housing needs are met in a safe and <br />cohesive manner. As such, the programs and policies in the Housing Element Update promote safe <br />design and encourage compatible development. Subsequent projects consistent with the Housing <br />Element Update, including any new associated roadway, bicycle, pedestrian, and transit <br />infrastructure improvements, would be subject to, and designed in, accordance with City standards <br />and specifications which would address potential design hazards including sight distance, driveway <br />placement, and signage and striping. Additionally, any new transportation facilities, or improvements <br />to such facilities associated with subsequent projects consistent with the Housing Element Update, <br />would be constructed based on industry design standards and best practices consistent with the <br />Municipal Code and building design and inspection requirements. The City’s evaluation of individual <br />projects’ access and circulation would incorporate analysis with respect to City standards for <br />vehicular LOS and queueing, as well as for service to pedestrians, bicyclists, and transit users (Draft <br />Program EIR, Page 3.14-26). <br />Potential Effect <br />Impact TRANS-4: Development consistent with the Housing Element Update, rezonings, and General <br />Plan and Specific Plan Amendments would not result in inadequate emergency access. (Draft <br />Program EIR, Page 3.14-26–27).
