City of Pleasanton 2023-2031 (6th Cycle) Housing Element Update <br />CEQA Findings of Fact and Statement of Overriding Considerations <br /> <br /> <br />FirstCarbon Solutions 67 <br />Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480022/FOF/21480022 Pleasanton Housing Element FOF.docx <br />Facts in Support of Findings: The geographic scope of the cumulative impact analysis for land use <br />and planning is the Tri-Valley Planning Area and is delineated by the local service areas. <br />Fire Protection Facilities: The geographic context for the analysis of cumulative impacts related to <br />fire protection facilities includes the LPFD service area, which comprises the Cities of Pleasanton and <br />Livermore. All cumulative projects within the LPFD service area would be required to comply with <br />City ordinances and General Plan policies and programs that address fire protection services, <br />including payment of a capital facilities fee to provide funding for adequate fire facilities to meet the <br />broad range of needs of residents and businesses served by LPFD. Because past and present <br />development will comply with all ordinances and policies, and there are mechanisms in place to <br />ensure provision of adequate service, there would be no significant cumulative impact with respect <br />to fire protection services. Future development would be required to comply with the policies and <br />actions in the General Plan, as well as the Municipal Code, to ensure that fire protection services are <br />adequate as future development is proposed. <br />Police Protection Facilities: The geographic context for the analysis of cumulative impacts related to <br />police protection facilities includes the Pleasanton Police Department service area, which comprises <br />the City of Pleasanton. All cumulative projects within the Pleasanton Police Department’s service <br />area would be required to comply with City ordinances and General Plan policies and programs that <br />address police protection services, including payment of a capital facilities fee to provide funding for <br />adequate police facilities to meet the broad range of needs of residents and businesses. Future <br />development would be required to comply with the policies and actions in the General Plan, as well <br />as the Municipal Code, to ensure that police protection services are adequate as future development <br />is proposed. <br />School Facilities: The geographic context for the analysis of cumulative impacts related to school <br />facilities includes the PUSD-District boundaries. Future development would be required to pay the <br />school impact fees adopted by PUSD, per SB 50, and this requirement is considered to fully address <br />the impacts of development under State law and consistent with the Housing Element Update on <br />school facilities. <br />Library Facilities: The geographic context for analysis of cumulative impacts to library facilities <br />includes Pleasanton residents who use Pleasanton Public Library. Development consistent with the <br />Housing Element Update would be required to pay the capital facilities fee. Therefore, impacts <br />associated with development consistent with the Housing Element on library facilities are not <br />cumulatively considerable. <br />Other Public Facilities: The geographic context for analysis of cumulative impacts to other public <br />facilities includes the city limits. Development and growth in the city would increase demand for <br />other public facilities. All cumulative projects would be required to comply with City ordinances and <br />other policies that address other public facilities, including payment of the capital facilities fee. <br />Future development would not create a need for new or physically altered other public facilities to <br />maintain acceptable service ratios or other performance objectives.
