In addition, as discussed under <br />Impacts CUL-1 through CUL-5, as the City receives development applications for subsequent <br />development consistent with the Housing Element Update, those applications would be reviewed by <br />the City for compliance with the policies and programs of the General Plan, the provisions of SB 18 <br />and AB 52, the Municipal Code, and other relevant federal, State, and local regulations that protect <br />cultural resources and TCRs, including Section 15064.5 of the State CEQA Guidelines and Sections <br />5024.1 and 5097 of the Public Resources Code (Draft Program EIR, Page 3.4-24–25). <br />1.5.5 - Energy <br />Potential Effect <br />Impact ENER-1: Development consistent with the Housing Element Update, rezonings, and General <br />Plan and Specific Plan Amendments would not result in potentially significant environmental impact <br />due to wasteful, inefficient, or unnecessary consumption of energy resources, during project <br />construction or operation. (Draft Program EIR, Page 3.5-22). <br />Findings: Less than significant impact. <br />Facts in Support of Findings: Construction Energy Usage: Future development consistent with the <br />Housing Element Update would consume energy in the form of petroleum fuel for heavy equipment, <br />as well as from worker trips and material delivery trips to construction sites. Temporary electrical <br />grid power may also be provided to construction sites. It is too speculative at this time to calculate <br />energy usage associated with construction activities because the details regarding future <br />construction activities are not known, including phasing, construction duration, and construction <br />equipment. Subsequent environmental review of future development projects would be required to <br />assess potential construction-related energy consumption impacts. During construction, new <br />development would be subject to energy conservation requirements in the California Energy Code <br />(Title 24, Part 6, of the California Code of Regulations, California’s Energy Efficiency Standards for <br />Residential and Nonresidential Buildings), CALGreen (Title 24, Part 11 of the California Code of <br />Regulations), and Municipal Code Chapter 17.50 Green Building. The Municipal Code also contains <br />rules and regulations to reduce energy usage during construction. Chapter 9.21 Waste Management <br />Plan and Municipal Code 20.26.070, Section 5.408 promote the redirection of recyclable materials <br />generated during construction away from landfills. All project sponsors would be required to <br />complete and submit a recycling management plan to estimate the volume of debris to be generated <br />during construction and the estimated amount of debris that would be sent to the landfill. Future <br />development would be required to comply with standards for new construction established by the <br />State and Bay Area Air Quality Management District (BAAQMD) and the development standards in <br />the Municipal Code and other applicable federal, State, and local laws. <br />Operation Energy Usage: Future development would consume natural gas and electricity for building <br />heating and power, lighting, and water conveyance, among other operational requirements. The <br />electrical consumption and natural gas usage associated with the potential development have been <br />calculated in the CalEEMod model. Operation of development consistent with the Housing Element <br />Update is estimated to consume approximately 35,079,950 kWh of electricity, 95,219,790 kBTU of
