P20-0989, Objective Design Standards Planning Commission <br />7 of 7 <br />Building entries (Draft Standard C5.2): a standard to require building entrances adjacent <br />to the public right-of-way to consist of either commercial storefronts, primary entries <br />i.e., lobbies) for multifamily residential buildings or 50 % of the exterior entries that are <br />devoted to residential common areas. <br />Building signage (Draft Standard C8.1): the standard would reference the municipal <br />code for any signage that is proposed (e.g., as part of a mixed-use project). <br />Additional Changes and Next Steps <br />Several key components of the objective standards have yet to be finalized, including the final <br />map and list of housing sites to be included in the Housing Element (as directed by City <br />Council on December 20), General Plan land use and zoning designations for the Housing <br />Element sites, and establishing permitted and conditionally permitted uses on mixed -use sites <br />to be referenced in the R-M, C-C, and M-U District standards. <br />Comments and feedback from the Planning Commission at this meeting will be incorporated <br />into a summary provided to the City Council at its meeting on December 20, 2022. Staff <br />expects to return to the Planning Commission for a recommendation of adoption of the <br />objective design standards to the City Council in January 2023, to coincide with adoption of the <br />Housing Element. <br />PUBLIC NOTICE AND PUBLIC COMMENTS <br />Notification of this item has been published in The Valley Times as an upcoming agenda item <br />for the December 14, 2022, Planning Commission meeting. At the time this report was <br />prepared, staff has not received comments regarding the draft ODS enclosed with this report. <br />CONCLUSION <br />The proposed draft objective design standards would apply to 6th Cycle Housing Element sites <br />as well as to smaller infill projects in zoning districts that allow residential multifamily or mixed- <br />use development. Adoption of the objective design standards concurrent with the Housing <br />Element would ensure that proposed development is consistent with these standards, and that <br />smaller infill projects are also subject to the relevant objective standards.
