• Questions and comments regarding units for larger households and affordability <br /> mix; <br /> • A question regarding historic buildings and consistency with Downtown Specific <br /> Plan requirements to retain original facades, <br /> • A comment that trash areas should be fully enclosed and bins kept inside; and <br /> • Replace photograph of example of tuck-under podium building in appendix. <br /> Summary of Public Comments <br /> • Request from a resident living next to a potential Housing Element site to include <br /> standards in the ODS to protect existing residential neighborhoods from intrusive <br /> new development, specifically: setbacks to match adjacent properties, provide <br /> enhanced landscaping, include an increased setback for upper floors when <br /> adjacent to residential neighborhoods, and locate taller buildings in the center of <br /> development sites; <br /> • Comments to add more bicycle parking; and <br /> • Comments from representatives of various of the Housing Element sites <br /> included: <br /> o Amount of required storage space per unit is too large; <br /> o Comments questioning the feasibility/appropriateness of certain standards <br /> related to access from alleys, building break and mid-block access, units <br /> being required to front streets, waste collection from alleys, stepback <br /> requirements, sloped roofing requirements, and architectural trim <br /> requirements; and <br /> o Comments related to development standards and corresponding density <br /> ranges, allowing alleys in single-family developments, potential subjectivity <br /> of some standards; that the review process should be by staff only; a <br /> request to omit affordability requirements in the ODS; a comment to define <br /> "active frontage"; comments regarding street design and width; draft <br /> standards specific to single-family development, including driveway and <br /> garage location and configuration, proportion of the square footage of the <br /> upper floors compared to ground floor; location of trash receptables; and <br /> proposed setbacks. <br /> Changes made to the ODS in response to these comments are provided in the <br /> Discussion section below. <br /> January 11, 2023, Planning Commission Meeting <br /> At its January 11, 2023, meeting, the Planning Commission recommended the City <br /> Council adopt the ODS, with modifications proposed by staff at the meeting to: (1) add <br /> clarifying text regarding projects that require legislative review, and (2) increase the <br /> required number of bicycle parking spaces. These modifications are included as <br /> Attachment 1, Exhibit C. <br /> The Planning Commission was generally supportive of the ODS and provided a <br /> favorable recommendation to the City Council, with the modifications summarized <br /> above. <br /> Page 3 of 10 <br />
