The public comments are summarized below: <br /> • Letter from PUSD requesting increased density at Area 25 (PUSD District) and <br /> Area 27 (PUSD Vineyard); <br /> • Letter of support for Area 18 (Valley Plaza) from the owner of Sunshine Saloon; <br /> • Letter of support for Area 18 (Valley Plaza) from the owner of 1811 Santa Rita <br /> Road; <br /> • Letter from Peter MacDonald requesting that the Inclusionary Zoning Ordinance <br /> Study include the option of lowering the percentage of affordable units required <br /> and regulate by size not by price; <br /> • Letter from the owner of 4005 Pimlico Drive indicating support for Area 12 <br /> (Pimlico North); <br /> • Letter from the representatives of Area 21 (Kiewit) indicating support for the <br /> Housing Element Site Overlay proposal and requested modifications to General <br /> Plan Land Use amendment Policy 12; and <br /> • Letter from the owner of 4011 Pimlico Drive indicating support for Area 12 <br /> (Pimlico North). <br /> CONCLUSION <br /> Staff recommends the City Council: <br /> 1. Adopt a resolution certifying the Environmental Impact Report (EIR) (State <br /> Clearinghouse No. 2022040091) for the 6th Cycle Housing Element, adopting a <br /> statement of overriding considerations, making findings of fact, and adopting a <br /> mitigation monitoring and reporting program (MMRP); <br /> 2. Adopt a resolution approving a General Plan amendment to update the Housing <br /> Element for the 6th Cycle including findings of compliance with State law; and <br /> 3. Adopt a resolution approving General Plan amendments consistent with the 6th <br /> Cycle Housing Element, Stoneridge Mall Framework and Objective Design <br /> Standards. <br /> NEXT STEPS <br /> The remaining steps of the Housing Element include: <br /> • Resubmittal of Housing Element to HCD (February-March 2023). The <br /> adopted Housing Element must be re-submitted to HCD for certification, which <br /> has 30-60 days to review the document and issue additional comments or a letter <br /> of substantial compliance. <br /> • Rezone Sites Identified in Housing Element (Summer 2023). The City will <br /> prepare rezonings to be adopted for each of the Housing Element rezoning sites <br /> for consistency with the Housing Element. <br /> Page 13 of 14 <br />
