within the area, as well as project trip generation, peaks during the evening peak period
when retail, employment, and residential commute traffic is highest. Table 1 below
provided a comparison of PM Peak Hour trips for the 1,440 units initially analyzed and
the potential 1,755 units (65 du/ac + 50 percent density bonus). In the modeling, these
units were allocated to the east side of the mall, the most congested portion, in order to
model the "worst-case" intersection impacts.
Table 1 — Trip Generation Summary
PIVI Peak Hour Trip Generation
Development
In Out Total
1440 units (53.3 unit/acre + 26.6
474 291 765
unit/acre den bonus)
1755 units (65. Unit/acre + 32.5 578 354 932
unit/acre den bonus)
An important distinction between this updated model analysis and the analyses
completed in December 2022 is that the updated modeling removed trips previously
included in the model, associated with the Nordstrom retail store, but added in trips
associated with 600 units (400 units + 50 percent density bonus) zoned in the previous
(2012) Housing Element.
Figure 1, on the following page, shows the modeling in terms of LOS, between the prior
and modified analysis. As shown, the modeling results from this analysis are similar to
the December 15, 2022 alternatives which show that peak hour congestion will continue
to be experienced along the east side of Stoneridge Mall Road approaching Stoneridge
Drive and also at the intersection of Foothill Road and Canyon Way. However, LOS at
Stoneridge Mall Road at Genomics Way is relatively worse, moving from LOS D to LOS
E with 1,775 versus 1,440 units.
The intersection of Stoneridge Mall Road at Genomics Place will experience high levels
of congestion and queuing during the PM peak hour. With this condition, vehicles often
wait through multiple signal cycles to pass through the Stoneridge Mall Road/Stoneridge
Drive intersection. This condition will also prompt some vehicles to avoid this route,
instead driving the longer distance to Springdale to access Stoneridge Drive.
