bring back several events in the first half of the year including the St. Patrick's Day Brew
Crawl, Summer Wine Stroll, Forkful, Concerts in the Park, as well as the Halloween
Brew Crawl and Holiday Spirit Stroll in the latter part of the year. Additionally, the
Concerts in the Park series returned from June 10 to August 26, 2022, on the Fridays
that First Weekends on Main were not held. These events, as reported by the PDA in its
2022 annual report provided to the City during the 2023 BID assessment renewal
process, stated that the events were successful in bringing residents, guests, and
visitors to downtown and served as key fundraisers for the PDA.
The new monthly format for First Weekends on Main was successfully promoted by the
PDA, which resulted in positive community response each month. While varying views
continue to exist among the diverse downtown businesses regarding First Weekends on
Main, PDA staff worked to balance common goals and interests of its membership with
a variety of programming throughout the year.
PDA Request
The PDA is allowed 10 street closures per year in the downtown district to hold events
and activities as part of their annual programming. As First Weekends on Main is a PDA
program, the number of street closures requested would be part of the 10 allowable
closures. To gauge continued interest in the First Weekends on Main program for 2023,
the PDA solicited input from downtown businesses through a survey conducted during
the November/December 2022. After considering the collective responses to the
member survey, the PDA Board of Directors is requesting that for 2023 the First
Weekend on Main street closures to be scheduled on the first weekend (Friday late
afternoon through Sunday evening) of each month from May through October for a total
of six street closures as part of PDA's annual downtown events schedule. One
exception would be the month of September where the First Weekends on Main street
closure will be scheduled on September 15-17, instead of September 1-3, to align with
activities planned as part of Amador Valley High School's centennial anniversary that
will be held that weekend.
As in 2022, to bring additional benefit to downtown merchants and the community, each
of the weekend closures would offer activity/programming during the day on Saturday.
The PDA is committed to collaborating with the downtown restaurants and retailers to
implement cross-promotion marketing that helps to support fellow business while also
reinforcing a shop local ethic. The PDA's commitment to monthly programming provides
the capacity to create unique and worthwhile activities for the downtown businesses and
Pleasanton community. The difference in 2023 from 2022 programming is concluding
the programming after October, which will allow for other activities in downtown in
preparation for the busy holiday shopping season during November and December.
The PDA Board believes this approach achieves a balance among all stakeholders and,
importantly, can be delivered by the PDA again this year given limited staffing and
resources. Additionally, holding the First Weekends on Main events on the first
weekend of each month will allow the PDA to continue programming the Concerts in the
Park on Friday evenings during the non-street closure weekends, and concluding the
Page 3 of 6
