During construction of the project, the City's on-call contractor, Geocon, Inc., provided
materials testing and inspection services for $8,373.
Change Orders
Two change orders were issued on the project.
Change Order No. One for $10,530 was issued to add the placement of slurry seal on
8,500 square feet of access road and parking lot pavement for Laurel Creek Park and
18,500 square feet of pavement at the Foothill water tank, both located at 5800 Foothill
Road. During the project, both pavement areas were identified as needing preventative
maintenance to seal the surfaces and extend the pavement life. Since the contractor
was working on streets in the area, staff asked the contractor to slurry the parking lot
and water tank pavement areas at the contract unit pricing.
Changer Order No. Two was a balancing change order that reduced the total contract
by $14,120. Balancing change orders are written when the construction is complete to
adjust the contract to reflect the measured construction quantities from the estimated
quantities used at bidding and for awarding the contract.
Budge
The available funding, consisting of Gas Tax and Measure BB Funds, for the slurry seal
project was $559,908 when the project was awarded on June 7, 2022. Change Order
No. One for $10,530, which added the Laurel Creek Park access road and parking lot at
a cost of$3,170 and added the Foothill water tank pavement area at a cost of$7,360,
are not eligible expenditures of Gas Tax or Measure BB funds. Therefore, to pay the
cost of Change Order No. One, $3,170 was expended from the City Parking Lots —
Resurfacing Project, CIP No. 20424, and $7,360 was expended from the Water
Enterprise Replacement Fund (Account: 42442101-440105 as is shown in Attachment
1) to increase the available funding for the project to $570,438.
In total, American Asphalt Repair & Resurfacing Co., Inc. placed 920,000 square feet of
slurry seal on 17 sections of city streets, the Laurel Creek Park parking lot and access
road, and the Foothill Water Tank paved maintenance area for a total contract cost,
including both change orders, of$491,233. Including advertising and material testing
and inspection, the total project cost was $500,059.
Staff recommends the remaining fund balance of$70,379 be returned to its fund
balance, Gas Tax — Fund 160 (see Attachment 1).
