BACKGROUND <br /> On June 7, 2022, City Council awarded a contract in the amount of$494,823 to the <br /> lowest responsible bidder, American Asphalt Repair & Resurfacing Co., Inc. for the <br /> Annual Slurry Seal of Various Streets Project, CIP No. 22504. The project consisted of <br /> placing slurry seal on 17 street sections to prolong the useful life of the existing street <br /> infrastructure. Slurry seal is an application of a thin coat of asphalt/aggregate slurry <br /> mixture that seals the road surface and provides a safe and smooth riding condition. At <br /> the time of award, City Council also authorized the Director of Engineering to approve <br /> change orders up to the project contingency amount of$49,482. Construction began in <br /> August 2022 and was completed in September 2022. <br /> DISCUSSION <br /> As part of the City's Preventative Maintenance Program, the project is expected to <br /> extend the life of the streets by eight to 10 years by sealing the street and improving the <br /> roadway surface traction. Slurry seal surface treatment is used on pavement in fair <br /> condition to extend the life of a street for approximately 20 percent of the cost of the <br /> installation of a layer of new asphalt. Sealing streets in fair condition is an essential <br /> component of the pavement maintenance program as it reduces the formation of cracks <br /> and potholes.
