•Internal Streets: Garages. The objective standards indicate that individual residential <br />unit garages are prohibited from fronting on internal streets (but allow entries to <br />common parking facilities). <br />•Alleys: Minimum width. The standards propose to establish a minimum 28-foot depth for <br />alleys and require four-foot planting strips on either side of the alley, adjacent to the <br />garage (the four-foot planting strips are allowed to encroach into the 28-foot-wide alley). <br />•Paseos. Minimum width. Instead of indicating that paseos should be 25 to 30 feet wide <br />(building to building) as is the case in the 2012 Housing OG, the objective standards <br />indicate that paseos must be at least one third the sum of the tallest building heights <br />bordering each paseo, with a minimum width of 22 feet and a maximum width of 35 feet. <br />•Paseos: Paving area. The standards propose that a minimum of 20 percent of the <br />paved area of a paseo be improved with a combination of paving, shading structures, or <br />seating. <br />•Vehicular Parking: Screening. The objective standards indicate that vehicular parking <br />that is proposed on grade adjacent to public streets, internal streets, paseos, or open <br />space areas, must be screened by a seven-foot planting strip, a solid wall no more than <br />four feet in height, or trees planted at an average spacing of 25 feet on center, <br />combined with a dense hedge or ornamental grasses. Secondly, the standards indicate <br />that no more than 25 percent of site frontage abutting a public street, internal street, <br />paseo, or open space may be devoted to garage openings, carports, or surface parking. <br />•Bicycle Parking: Standards. The objective standards establish bicycle parking ratios for <br />Class 1 and Class 2 bicycle parking spaces at a rate of 0.6 bicycle spaces per unit and <br />two spaces for each 50 residential units, respectively. <br />•Open Space: Group usable open space dimensions and size. While the required <br />amount of group usable open space is stipulated in Part 2 of the document, as <br />described above, this section of the objective standards indicates that the group usable <br />open space may be provided as one space or divided into multiple spaces, each of <br />which shall comply with both minimum dimensions and minimum square footage areas, <br />the particulars of which are contingent on the number of units in the development as <br />noted in the draft document. <br />•Open Space: Private usable open space. The standards indicate that where provided, <br />private usable open space have a minimum unobstructed and continuous dimension of <br />five feet and that it be located directly adjacent to unit interiors and be directly <br />accessible from the unit. <br />•Landscape: Natural turf areas. The standards propose to limit natural turf areas to 25 <br />percent of the total landscape area, require that natural turf areas have a minimum <br />dimension of 10 feet, and indicate that turf areas be sloped at less than 25 percent. <br />•Site Lighting: Pedestrian lighting. The standards propose to require pedestrian-scaled <br />lighting along public streets, internal streets, paseos, and common open spaces at a <br />maximum height of 14 feet above the adjacent walking surface (compared to lighting in <br />P20-0989, Objective Design Standards Planning Commission <br />9 of 14
