F-26 | City of Pleasanton Affirmatively Furthering Fair Housing <br />Figure F-12: Racially or Ethnically Concentrated Areas of Affluence (2015 - 2019) <br /> <br />Source: HCD AFFH Geospatial Data <br />F.4.4 Access to Opportunity <br />One important component of fair housing is a neighborhood’s access to opportunity, which <br />correlates relative place-based characteristics of an area, such as education, employment, safety, <br />and the environment, with critical life outcomes, such as health, wealth, and life expectancy. <br />Ensuring access to opportunity means both investing in existing low-income and underserved <br />communities, as well as supporting residents’ mobility and access to ‘high resource’ <br />neighborhoods. <br />In February 2017, the Department of Housing and Community Development (HCD) and the <br />California Tax Credit Allocation Committee (TCAC) convened the California Fair Housing Task <br />Force to provide research and evidence-based policy recommendations to further HCD’s fair <br />housing goals of (1) avoiding further segregation and concentration of poverty and (2) encouraging <br />access to opportunity through land use policy and affordable housing, program design, and <br />implementation.
