16. Public Comment regarding items not listed on the agenda — Speakers are limited to 3 minutes. <br /> Mayor Brown opened public comment. There being no speakers, Mayor Brown closed the public <br /> comment. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> If necessary to ensure completion of the following items, the Mayor may alter time limits. <br /> 17. Water Quality updates related to the City's Water Operations: Receive a presentation on Zone 7 <br /> Water Agency's groundwater modeling and PFAS contamination, affirm the current offline status <br /> of wells 5 and 6, and hold a public hearing and accept the City's 2022 public health goals report <br /> Recommendation: <br /> 1) Receive presentation from Zone 7 staff on its regional groundwater modeling and PFAS <br /> contamination as foundational information for current and future decision-making; <br /> 2) Keep wells 5 and 6 offline while PFHxS concentrations exceed 3ng/L, and purchase <br /> replacement water supply from Zone 7 until a water supply alternatives study is completed <br /> and the City Council provides direction regarding long-term water supply; and <br /> 3) Conduct a Public Hearing to accept the City's 2022 Public Health Goals Report. <br /> Dan Repp, Interim Director of Operations Services and Managing Director of Utilities and <br /> Environment, and Ken Minn, Groundwater Resources Manager from Zone 7, presented the item. <br /> Ken Minn and Valerie Pryor, General Manager from Zone 7, responded to questions from the City <br /> Council. <br /> Mayor Brown opened the public hearing. The following individuals provided comment: Angelina <br /> Summers, Jeff Nibert, and Linda Kelly. <br /> Mayor Brown closed the public hearing. <br /> MOTION: It was m/s by Narum/Arkin to approve the item as recommended. Motion passed by the <br /> following vote: <br /> Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> The Mayor recessed the meeting at 9:48 p.m. and reconvened the meeting at 9:56 p.m. <br /> 18. Presentation by Zone 7 Water Agency on Water Supply Study Update and proposed wholesale <br /> water rates, and adopt a resolution to pass-through Zone 7 rate increases for calendar years <br /> 2023, 2024, 2025 and 2026 <br /> Recommendation: Receive the presentation and adopt and wave the full reading of Resolution <br /> No. 22-1344 approving the pass-through of Zone 7's water rates. <br /> Interim Director of Operations Services Tamara Baptista presented the item. <br /> Director Baptista and Valerie Pryor responded to questions from Council. <br /> Mayor Brown opened public comment.
