12. This approval does not guarantee the availability of sufficient water to serve the <br /> project. The City shall withhold building permits for the project if at the time <br /> building permits are applied for, mandatory water rationing is in effect, unless the <br /> City has adopted a water offset program and unless the developer is participating in <br /> the program. Notwithstanding the developer's participation in such a program, the <br /> City may withhold building permits if the City determines that sufficient water is not <br /> available at the time of application of building permits. <br /> <br />13. In order to effectuate the subdivision of the property, an application for a parcel map <br /> must be submitted to, reviewed, and approved by the City. <br /> <br />14. The applicants shall obtain all building, encroachment, and other applicable City <br /> permits for the project prior to the commencement of construction. <br /> <br />15. The proposed vehicle turnaround shown on Lot 2 shall be clearly demarcated, not <br /> gated off, and shall remain available at all times for this sole purpose. The applicant <br /> shall identify the means by which this would be accomplished, including acquisition <br /> of an easement for its construction, and provide it to the Planning Director and City <br /> Attorney for review and approval prior to the approval of the parcel map. This <br /> turnaround shall be installed prior to the granting of occupancy to the future home on <br /> Lot 2. <br /> <br />16. The applicant shall provide all buyers with copies of the project conditions of <br /> approval and design guidelines. Reference to the conditions and design guidelines <br /> shall be made in the deed for the properties, subject to the approval of the City <br /> Attorney. <br /> <br />17. Design review applications for homes on each of the lots shall be submitted to the <br /> Planning Director for review and approval prior to submittal of plans for a building <br /> permit. <br /> <br />18. Final inspection by the Planning Department is required prior to occupancy of the <br /> homes. <br /> <br />19. All site improvements and construction activities shall be limited to the hours of <br /> 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding Federal holidays. Interior <br /> improvements may be constructed during other hours if approved by the Planning <br /> Director. All construction equipment must meet DMV noise standards and shall be <br /> equipped with muffling devices. <br /> <br />3 <br /> <br /> <br />
