BACKGROUND <br /> The Parks Division uses a backhoe for maintenance tasks such as loading dump trucks <br /> and trailers. Most construction backhoes have a useful life of 20 years and/or 5,000 <br /> hours of use. The current unit (Unit #238) is a 1998 Caterpillar 416C 2X4 backhoe with <br /> 3,962 hours of use and has experienced a variety of mechanical issues for which <br /> $45,906.72 has been spent on maintenance to date. The current backhoe is scheduled <br /> for replacement as part of the City's 20-year replacement plan. <br /> Due to the age of this unit and ongoing repair costs, staff is proposing the replacement <br /> of this unit, which will also help meet the California Air Resource Board (CARB) diesel- <br /> powered regulations. <br /> DISCUSSION <br /> The new replacement unit is an articulating loader—which is most suited to the City's <br /> operations - and will be 4-wheel drive and have up-to-date safety equipment such as <br /> backup cameras, beepers, an enclosed cab, and safety lighting. The new loader will <br /> have a Tier 4 final CARB-rated engine, which is the most up-to-date engine in the <br /> industry and is CARB compliant. <br /> In preparation for the purchase, the City contacted Sourcewell, formerly known as <br /> National Joint Powers Association (NJPA), which was established with the statutory <br /> purpose to assist public agencies in meeting specific needs which are more efficiently <br /> delivered cooperatively than by an entity individually. Sourcewell clients can utilize <br /> cooperative purchasing contracts through similar joint powers, intergovernmental <br /> cooperation, or cooperative purchasing laws in their respective jurisdiction. Participating <br /> agencies include all eligible government, education, and nonprofit agencies nationwide <br /> and in Canada. This purchasing method complies with the City's Purchasing Policy. <br /> The purchase of the backhoe is recommended through the Sourcewell Contract <br /> #032119-VCE with Volvo Equipment & Services.
