BACKGROUND
The Stronger Together. Improving Library Access opportunity provides State grants to
local libraries to acquire bookmobiles and community outreach vehicles and offer
programs that improve library access and program delivery. The purpose of the grant
funding is to help libraries eliminate barriers and implement new ways to bring literacy,
technology, and other services to those who face challenges visiting their local public
library. If Pleasanton residents lack transportation, live far from the library, or work long
hours, the mobile outreach vehicle would make it possible to more easily and equitably
access Library and Recreation services.
In January 2022, the City was approved for $175,000 in funding through the Stronger
Together: Improving Library Access grant; on November 15, 2022, the City Council
adopted a resolution to accept this funding. On November 22, 2022, staff was notified
that the State would award $10,500 in additional funding for this project. The award
letter is included as Attachment 2.
DISCUSSION
Adding a mobile vehicle to the Library and Recreation Department will help further the
goals stated in the department's 2019-2024 Strategic Plan, which aims to inspire a
vibrant community by connecting the library to new people in new ways that will help
unite and engage our community more broadly, and allow community members to
discover and enjoy all the department has to offer.
This project also aligns with the department's values and goals; reaching the community
in new ways reflects the values of inclusiveness, innovation, and customer service. The
following goals are also furthered through the implementation of a mobile vehicle:
Goal A. Programs, Plans and Services
Deliver exceptional programs and services that meet the needs and interests of the
community.
Goal B. Community Engagement, Customer Service, and Communication
Deliver quality customer service and foster effective communication and engagement
with the community to encourage participation in city-sponsored activities and events.
Goal C. Facilities and Technology
Enhance customer service through technology and facilities that support the mission
and vision of the department.
The extra $10,500 in grant funding will be used toward the cost of the Library and
Recreation mobile vehicle. The contract for which was approved at the December 6,
2022 City Council meeting. Staff recommends the City Council now adopt a resolution
accepting the additional$10,500 funding for the California State Library grant Stronger
Together.- Improving Library Access.
