16. Adopt the West Las Positas Boulevard Bicycle and Pedestrian Corridor Improvement Plan and <br /> authorize the Phase 1 improvements as part of the West Las Positas Multimodal Reconstruction <br /> Project, CIP No. 11514 <br /> Recommendation: <br /> 1) Review and Adopt the West Las Positas Boulevard Bicycle and Pedestrian Corridor <br /> Improvement Plan. <br /> 2) Authorize the implementation of the Phase 1 "quick build" of the West Las Positas Boulevard <br /> Corridor Improvement Plan between Hopyard Road and Hacienda Drive. <br /> City Traffic Engineer Mike Tassano presented the item and responded to questions from Council. <br /> Mayor Brown opened public comment. The following individuals provided comment: Matt Maciel, <br /> Sharon Piekarski, Todd Nelson, Jim Van Dyke, Mark Schwanhausser, Andre Pegeron, Amy <br /> Wolfish, Robert Prinz, Steven Dunbar. <br /> Mayor Brown closed public comment. <br /> MOTION: It was m/s by Arkin/Narum to approve the item as recommended with the following <br /> modifications: further explore a crosswalk at the north side intersection of West Las Positas <br /> Boulevard and Santa Rita Road, eliminate the parking on the southside of West Las Positas <br /> Boulevard, and conduct outreach to the Fairlands community. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> Mayor Brown recessed the meeting at 10:20 p.m. and reconvened the meeting at 10:27 p.m. <br /> At 10:28 p.m. the City Council unanimously agreed to hear all remaining items on the agenda. <br /> 17. Receive update on revised schedule and work plan for the 6th Cycle Housing Element Update, <br /> Stoneridge Mall Framework, and objective design standards <br /> Recommendation: Receive the update. <br /> Community Development Director Ellen Clark presented the update and responded to questions <br /> from Council. <br /> Mayor Brown opened public comment.
