CITY OF PLEASANTON <br /> CITY COUNCIL MEETING MINUTES <br /> November 15, 2022 <br /> This meeting was conducted in accordance with Governor Newsom's <br /> Executive Order N-29-20 and AB 361 COVID-19 pandemic protocols. <br /> CALL TO ORDER <br /> Mayor Brown called the regular meeting of the City Council to order at the hour of 7:00 p.m. from the <br /> Council Chamber located at 200 Old Bernal Avenue and via Zoom. <br /> Councilmember Balch led the Pledge of Allegiance and provided opening remarks. <br /> ROLL CALL <br /> Present: Councilmembers Arkin, Balch (via Zoom), Narum, Testa, Mayor Brown <br /> Absent: None <br /> AGENDA AMENDMENTS <br /> Councilmember Balch requested to pull item 2 for further discussion. Item 2 was moved to item 18 on <br /> the agenda. <br /> CONSENT CALENDAR <br /> City Attorney <br /> 1. Adopt findings regarding public health related to the Covid-19 pandemic to support continued <br /> virtual public city meetings per Resolution No. 21-1249; and information about virtual attendance <br /> by officials at public meetings <br /> Recommendation: Adopt by minute order the following findings: <br /> 1) Health officers in California report that while COVID-19 diagnostic tests have fewer positive <br /> results, wastewater surveillance continues to show concentrations of the virus; <br /> 2) New omicron BA.5 sublineages are growing and continue to result in illness (including long <br /> COVID), isolation, and exposure of others; <br /> 3) Eligible persons are getting COVID bivalent booster shots at lower rates than when booster <br /> shots were first made available; and <br /> 4) Alameda County's Department of Public Health recommends six (6) feet of distancing in <br /> workplaces to prevent the spread of COVID-19. Many commissions and committees meet in <br /> rooms where there is not sufficient space for such physical distancing due to large <br /> membership. <br /> 2. Pulled for further discussion (moved to item 18) Continued from October 18, 2022 —Adopt a <br /> resolution reauthorizing City Council eligibility for certain health and welfare benefits; and adopt a <br /> resolution establishing a travel reimbursement policy for elected and appointed officials <br /> 3. Waive second reading and adopt Ordinance No. 2242 amending Section 2.04.020 of the <br /> Pleasanton Municipal Code concerning councilmember salaries *Councilmembers Balch and <br /> Narum voted "no" <br /> Recommendation: Adopt and waive the full reading of Ordinance No. 2242 <br />
