SECOND MOTION: It was m/s by Narum/Balch to direct staff to explore options to promote <br /> conservation, understand integration with new construction guidelines, develop a two to three <br /> year plan of the City's water needs, provide public outreach and education, and identify potential <br /> financing methods.
