Subsequent to adoption of the Housing Element, the City would continue to work with
the property owners on developing the details of the Framework. This will likely include
refining the draft conceptual scenarios into a more formal land use/regulatory plan,
establishing commercial development standards, developing an infrastructure analysis
and plan, a financing plan, and potentially negotiating one or more development
agreement(s).
It is also expected that additional environmental and other analysis of the commercial
components of the Framework will need to be completed before the complete range of
land use quantities, particularly non-residential uses, are finalized. Refinements to
placemaking concept and elements are also to be expected through the next steps of
the process. These components of the Framework would be shared with the property
owners, made available for public review, and brought forward for consideration by the
Planning Commission and City Council.
CONCLUSION
The input and direction provided by the Planning Commission and City Council at this
meeting will be incorporated into the housing allocation that is reflected for the
Stoneridge Shopping Center housing site in the Housing Element. At that time, any
required amendments to the General Plan and to the Objective Design Standards will
also be provided for review, recommendation, and action in January 2023.
:ub i e• •y.
