Objective Design Standards for Housing Sites <br />City of Pleasanton - 31 - DRAFT: December 14, 2022 <br /> <br /> <br /> <br />A11. Utility and Service Area Location and Design <br />Utility and service functions should be completely contained and their impacts on development aesthetics and <br />pedestrian safety should be mitigated. Buildings and site plans should be organized to minimize the impact of <br />servicing functions and utilities on streets, open spaces, and paseos. <br /> <br /> <br /> <br />Design Standards <br />All Housing Site Development <br />A11.1 Development shall provide enclosures sized appropriately for Pleasanton’s source separated recycling <br />program for refuse. Buildings shall anticipate provisions for at least one of the following options: <br />a. Individual containers (carts) for each unit and a designated storage location enclosed by low <br />walls or building walls. <br />b. Individual containers (carts) for each unit and a designated clear storage area within <br />individual unit garages. <br />c. Opaque, roofed enclosure for refuse bins built of durable materials and designed to <br />harmonize with the proposed architecture. Freestanding enclosures shall be allowed to <br />encroach at interior side and rear setbacks only. <br />d. Appropriately sized trash room inside the proposed building. <br />A11.2 If the applicant designates an exterior enclosure for staging refuse bins or carts, the applicant shall provide <br />a letter from the city’s solid waste franchisee confirming that the required number of bins or carts can be <br />collected from the proposed onsite staging area. <br />A11.3 The following mechanical equipment, services, and utilities shall be screened with vision barriers at a <br />height of at least four feet; or 12 inches above the maximum height of any equipment contained or <br />equipment contained or stored within; whichever is greater. Vision barriers shall include, but are not <br />limited to, architectural elements such as louvered panels, durable walls or gates, or landscape <br />elements such as trees, shrubs, vines, and berms. <br />a. All utility equipment visible from, and located within 30 feet of a public right of way, unless <br />specifically prohibited by utility providers; including, but not limited to, transformers, pump <br />stations, backflow preventers, and valves. <br />b. Any mechanical equipment located at grade, exceeding two feet in height, and located within 15 <br />feet of a public right of way, designated open space, pedestrian connection, or internal street; <br />including, but not limited to air conditioning condensers, ventilator fans, chillers, and <br />permanently installed generators.
