Mike Tassano December 6, 2022 <br />Page 19 of 39 <br />Operations at this intersection can be improved to LOS D by optimizing the traffic signal <br />timing to adjust for forecast changes in PM peak hour volumes. <br />• Intersection 24: Santa Rita Road & Valley Avenue – This intersection is projected to <br />operate at a deficient LOS F during the PM peak hour under Existing and Existing Plus <br />Project Conditions. The City’s Traffic Impact Fee program identifies two modifications to <br />this intersection: the addition of a third southbound left turn lane and the addition of a <br />second westbound left turn lane. These two improvements along with signal timing <br />adjustments bring the Existing conditions intersection LOS to an acceptable level. The <br />addition of the Project drops this improved intersection below an acceptable LOS, with <br />the TIF improvements included. <br />• Intersection 32: Sunol Boulevard & I-680 Southbound – This intersection is projected to <br />operate at a deficient LOS F (southbound approach at this unsignalized intersection) <br />during the PM peak hour under Existing Plus Project conditions. The installation of a <br />traffic signal at this location would result in acceptable operations. The installation of a <br />traffic signal at the intersection is planned, and that installation is reflected in subsequent <br />analyses of EPAP and Cumulative baseline conditions.
