BACKGROUND <br /> The EBRCSA system enables seamless communication between regional public safety <br /> agencies in Alameda and Contra Costa Counties. EBRCSA was created as a Joint <br /> Powers Authority comprised of cities, counties, and special districts to operate a <br /> common communication platform for member agencies. The result is a radio system <br /> that enables agencies to communicate with one another during major emergencies, <br /> large-scale events, and multi-jurisdictional responses. All radio communication for the <br /> Pleasanton Police Department is transmitted through this system and presently has <br /> encryption capability. The CADOJ requires law enforcement agencies to ensure the <br /> confidentiality of personal identifying information transmitted over the radio system by <br /> July 1, 2023. Staff intends to accomplish the CADOJ requirement through radio <br /> encryption of certain radio channels. <br /> The Police Department's current 118 portable (hand-held) radios were last upgraded in <br /> 2012 and are now beyond their expected life. Additionally, these 118 portable police <br /> radios, as well as 68 mobile (vehicle) police radios, and 6 consolettes utilized in <br /> Dispatch require encryption software to meet the California Department of Justice <br /> (CADOJ) requirements. The updated radio equipment and needed supporting software <br /> will allow the department to meet the CADOJ requirement for all police radio <br /> communication within the EBRCSA communication network. <br /> The total cost for the purchase of the identified equipment and software through <br /> Motorola Solutions is $800,827.
