14 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> LAToii. <br /> December 6, 2022 <br /> Police <br /> TITLE: APPROVE EXPENDITURE AND AUTHORIZE CITY MANAGER TO <br /> PURCHASE POLICE RADIOS AND RELATED COMMUNICATIONS <br /> EQUIPMENT AND SOFTWARE FROM MOTOROLA SOLUTIONS IN THE <br /> AMOUNT OF $800,827 TO MEET CURRENT CALIFORNIA DEPARTMENT <br /> OF JUSTICE REQUIREMENTS <br /> SUMMARY <br /> The Police Department is required to meet the California Department of Justice Security <br /> Policy and the FBI Criminal Justice Information Services Security Policy to ensure the <br /> confidentiality of information from the California Law Enforcement Telecommunications <br /> System (CLETS). Compliance will require the purchase and replacement of 118 <br /> portable (hand-held) police radios and related equipment, which are at the end of their <br /> useful life and will no longer be supported or serviced in 2023. Additionally, these 118 <br /> portable police radios, as well as 68 mobile (vehicle) police radios, and 6 consolettes <br /> utilized in Dispatch require encryption software to meet the California Department of <br /> Justice (CADOJ) requirements by July 1, 2023. <br /> RECOMMENDATION <br /> Approve expenditure and authorize the City Manager to purchase 118 portable police <br /> radios and related equipment, and necessary supporting software for the 118 portable <br /> police radios, 68 mobile police radios and 6 consolettes, estimated at $800,827 from <br /> Motorola Solutions to meet security requirements and bring the police radios into <br /> compliance with the FBI Criminal Justice Information Services Security Policy, and align <br /> all portable and mobile communication equipment similarly. <br /> FINANCIAL STATEMENT <br /> A total of$779,000 is budgeted in the FY 2022/23 Equipment Repair & Replacement <br /> budget for this project (Fund 511); the additional $21,827 in required funds will be <br /> requested from the Equipment Repair & Replacement fund during the Mid-Year budget <br /> process. The full cost will include equipment upgrades and replacement to meet current <br /> CLETS and CADOJ requirements. The City's Repair & Replacement Fund does not <br /> compete with the City's operating and capital budgets, and functions as an amortized <br /> source of funding accumulated over several years for the effective repair and <br /> replacement of vehicles and equipment. Motorola Solutions is the sole source provider <br /> and only authorized vendor for communications equipment, services, and software for <br /> the East Bay Regional Communications System Authority (EBRCSA). <br />
