additional $275,000, plus the original $337,000) for unforeseen necessary related <br /> work. <br /> FINANCIAL STATEMENT <br /> The total Capital Improvement Program budget for the Library Roof Replacement <br /> Project, CIP No. 14408, is $2,806,456. The anticipated total expenditure for this project <br /> is $2,996,456, leaving a project shortfall of$190,000. Staff recommends the <br /> appropriation of $190,000 from the Capital Facilities Fees Fund (Fund 203) to the <br /> Library Roof Replacement Project, CIP No. 14408, to complete funding for this project. <br /> The funding and anticipated project expenditures are detailed in Attachment 1. <br /> BACKGROUND <br /> The Pleasanton Library was constructed in 1988 with a concrete tile roofing system. <br /> After recent regular reports of water leaking into the building during rain events, <br /> Interactive Resources, Inc. (IR) was hired to complete an assessment of the building's <br /> waterproofing systems. The assessment determined the original underlayment of the <br /> tile roof was at the end of its useful life and noted water intrusion around the upper <br /> clerestory windows. The assessment also noted damage to several building <br /> components resulting from the water intrusion. <br /> On December 15, 2021, staff authorized a task authorization for $91 ,663 under an on- <br /> call agreement with Dahlin Group to provide design services to correct the issues <br /> identified by IR. The project was designed and bid as the Library Roof Replacement <br /> Project, CIP No. 14408, although the project includes more than the replacement of the <br /> roofing system. <br /> On June 21, 2022, City Council awarded the subject project to Argo Construction, Inc. <br /> for $2,249,020 and authorized staff to approve and execute contract change order(s) for <br /> a not-to-exceed project contingency amount of $337,000 (approximately 15 percent), for <br /> unforeseen yet necessary related work. <br /> DISCUSSION <br /> During the construction of the Library Roof Replacement Project, several unforeseen <br /> conditions were encountered, utilizing the project contingency. The major conditions are <br /> associated with the improper construction of the existing roofing and window systems <br /> which led to the premature failure of the existing roofing/window systems and the need <br /> for additional work. <br /> It was anticipated that localized wood repairs would be required as a part of the project <br /> to repair water-damaged areas and $95,000 in allowances was included for those <br /> repairs. In addition, the project had a contingency of$337,000 to address unforeseen <br /> conditions, providing a total of $432,000 in available contingency/allowances.
